The Department of Energy (DOE), Office of Science and Technology Policy, U.S. Geological Survey, U.S. Department of State and the Department of Defense all are involved. Federal programs are designed to establish a broad-based plan to encourage research and development and provide financial support to foster a stable growing supply of critical elements.
