The City of Vancouver issued warning letters to marijuana dispensary operators around the city regarding new regulations for businesses, which states edibles, except oils, tinctures and capsules, will not be permitted to be sold.
As quoted in the press release:

On June 24, 2015 Vancouver City Council approved new regulations for businesses (including non-profit societies) in which the use of marijuana for medicinal purposes if advocated. This new land use category, called “Medical Marijuana-related Use” is now eligible to obtain City approvals subject to standard review processes including permitting and Business Licensing.
As we begin the process of licensing your business we also want to ensure that you are aware of the regulations in the City of Vancouver Health by-law which states that smoking is not allowed inside any commercial premise. By “smoking” we also mean dabbing, vaping, vapourizing and the use of e-cigarettes.
City policy is that edibles, except oils, tinctures and capsules, will not be permitted to be sold. Effective immediately, edibles cannot be sold in your business.
