Alkane’s managing director, Ian Chalmers, said there are four options for funding the Dubbo project: sell, say, 10 per cent to a foreign partner; tap offshore government finance such as from the Japan Oil, Gas and Metals National Corp or equivalent bodies in Korea and Europe; tap project debt; or by an issue of share.
