As quoted in the market news:

The consortium has also proposed setting up a three-million-ton-a-year steel mill linked to the Hajigak reserves.

The consortium is looking for support from the Indian government as raising funds for the development of allied logistics and infrastructure, like roads and rail, to evacuate produce would be difficult in current adverse market conditions.
