As quoted in the market news:

Japanese steelmakers, notably the electric arc furnace operators, are keen to start April contract talks as soon as they finalize their business plan for the fiscal year 2012-2013 (April-March), in the second week of February. They are low on raw material stocks, said buyer and producer sources.
