As quoted in the market news:

The official said that India will have to pay $6 billion for a 20% stake at a valuation of $30 billion, on which the government may receive a dividend of about Rs.600 crore, and without a discounted rate for the purchase of potash, the return on the investment will be less than its targeted 10% a year.
