As quoted in the market news:

Doug Wampler, director of new business development and operations, said Oiltanking purchased the property last August and recently completed design and feasibility work. He hopes to complete the first stage in the first quarter of 2014, giving Oiltanking 3 million-3.5 million st of export capacity.
