The panel, chaired by additional secretary Coal, has representatives from the Planning Commission, Coal India Ltd and ministries like power, railways and shipping.
Last month, the government had directed state- owned Coal India Ltd to enter into fuel supply pacts for 18 power projects worth Rs 83,772 crore by September 6.
