As quoted in the market news:

The current report bases its estimate of impact by taking into account the Cross-State Air Pollution Rule, the Utility MACT, coal combustion residuals rule, a cooling water intake rule and a future CO2 rule. ICF estimates that the CO2 rule will be in effect by 2020, and assess a carbon price of $15/ton. The new prediction falls below those forecasted by other analysts and industry insiders, which is partly because of analysts’ changing notion of the regulation details.
