As quoted in the market news:

Chinese officials have begun using a special, very detailed invoicing system for rare earths to curb the out-of-control smuggling. This step in itself will put more strain on an already strained relationship with rare earth consuming countries and businesses. But China also now wants to stockpile strategic rare earth metals to help stabilize prices. This is a move clearly designed to put additional pressure on heavier rare earth element prices.
