As quoted in the market news:

As a result of its comparative cheapness, some Chinese refineries have been importing scrap, mainly used battery material, in order to produce cobalt products, market sources said.

Suppliers of scrap to China have noticed in recent weeks that authorities are taking an increasingly strict approach to scrap imports, as a result of Operation Green Fence, which seeks to clamp down on the import of contaminated material.
