Approbation du projet de raccordement et de déplacement de la ligne de transport d'electricité d'Hydro-Québec pour alimenter le projet de lithium-tantalum Rose

MONTRÉAL, QC / ACCESSWIRE / Le 28 février 2023 / Corporation Lithium Éléments Critiques (TSX-V:CRE)(US OTCQX:CRECF)(FSE:F12) (« Critical Elements » ou la « Société ») est heureuse d'annoncer que, le 9 janvier 2023, à la suite de la recommandation positive du Comité d'examen des répercussions sur l'environnement et le milieu social (le « COMEX »), le ministre de l'Environnement, de la Lutte contre les changements climatiques, de la Faune et des Parcs du Québec (le « Ministre ») a autorisé le projet de raccordement et de déplacement de la ligne de transport d'électricité d'Hydro-Québec, sous réserve de certaines conditions.

Il s'agit d'une autre étape importante pour le projet Rose lithium-tantale (« Rose » ou le « Projet »). Pour que le Projet puisse aller de l'avant, Hydro-Québec devra déplacer un tronçon de la ligne Eastmain-1-Nemiscau (qui traverse actuellement le site de la future mine sur une distance de 4,1 km), aménager un poste de transformation à 315-25 kV et raccorder la mine à la ligne électrique Eastmain-1-Nemiscau. Hydro-Québec tire plus de 94 % de son électricité de l'hydroélectricité, la quasi-totalité du reste étant produite à partir de sources renouvelables. Critical Elements a la chance d'être située au Québec pour plusieurs raisons, dont l'accès à l'un des réseaux électriques les plus propres au monde.

Avec la décision favorable du ministre fédéral de l'Environnement et du Changement climatique rendue en août 2021, l'approbation par le ministre des Ressources naturelles et des Forêts du Québec du plan de réaménagement et de restauration concernant le Projet en mai 2022, la réception du certificat d'autorisation en vertu de l'article 164 de la Loi sur la qualité de l'environnement du Québec en novembre 2022 et l'autorisation par le ministre du projet de raccordement et de déplacement des lignes électriques d'Hydro-Québec en janvier 2023, la Société est sur le point de prendre une décision finale d'investissement pour le Projet.

Indeed, Subsection 23(1) of the CNWA prohibits taking any action, such as dewatering, that lowers the water level of a navigable water or any part of a navigable water to a level that extinguishes navigation for vessels, unless the Minister of Transport receives an application for an exemption and the Governor in Council is satisfied that it would be in the public interest to permit the dewatering that extinguishes navigation. Following a detailed review and analysis of the Corporation's request, Transport Canada concluded that it would be in the public interest to permit the dewatering, thereby reducing water levels in the 28 navigable waters and making navigation impracticable. As a result, an exemption was granted to the Corporation pursuant to subsection 24(1) of the CNWA.

SPHERISATION OF COATED SILICON

As previously noted, key challenges in using silicon in lithium-ion battery anodes include particle swelling, first-cycle capacity loss of up to 50%, and rapid battery degradation. Altech's initial approach involved coating individual silicon particles with a nanolayer of alumina to reduce expansion and mitigate first-cycle loss. This method proved effective. Building on this success, the next phase of development involved spherifying the coated silicon particles and applying additional coatings to the spherical structures (refer Figure 1*). These spherical, alumina-coated silicon particles can be effectively distributed within the voids of graphite, helping to minimise long-term damage to the electrode layer caused by expansion (refer Figure 2*). By residing in these voids, the particles can move without exerting stress on the surrounding graphite sheets. Additionally, the Company's R&D laboratory has optimised silicon content to a 5% addition, which has delivered a 50% capacity performance improvement in battery applications. The improvement in battery anode capacity can be seen in Figure 3 and 4*.

SUCCESSFUL PILOT PLANT OPERATION

Altech is in a race to get its patented technology to market. To support the development, Altech constructed a pilot plant adjacent to the proposed project site to enable the qualification process for its Silumina AnodesTM product. Coated silicon products are now being successfully produced at the Company's pilot plant located at Dock 3 in Saxony, Germany. The commissioning process presented a number of technical challenges, primarily related to the equipment delivery delays, supply of SiC materials, poor flowability and handling difficulties of the ultra-fine silicon powders used in the process - particles measuring less than one micron in size. These powders tended to cause hang-ups and blockages within the system, complicating consistent material movement and process stability. However, through a combination of engineering adjustments and process optimisations, these issues have now been resolved. The pilot plant is now operational and has produced high-quality coated silicon particles. These products are ready for evaluation and testing by potential customers, marking a key milestone in the commercialisation pathway.
