As quoted in the market news,

The document signed by Andrey Belyaninov, the Head of the Federal Customs Service of Russia and Vladimir Potanin, CEO and Chairman of the Board of Directors of MMC Norilsk Nickel, provides for the development of joint efforts to identify and prevent illegal trafficking of metal products across the border of the Customs Union. The parties agreed to exchange information, conduct scientific conferences, seminars and other joint programs.

Commenting on the agreement, Andrey Belyaninov, the Head of the Federal Customs Service of Russia stated:

Norilsk Nickel’s assistance within the framework of the agreement signed today is an important step forward in the fight against illicit trafficking of metal products and will certainly bring down the crime rate.
